She graduated from Baku State University with a bachelor's degree in Physics. She completed the joint double degree program of ADA University and Maastricht Institute of Management and obtained an MBA degree. Worked in various positions in international organizations such as "Norwegian Refugee Council", "Council for International Studies and Exchanges", and the US Embassy in Azerbaijan.

She worked as the Director of Operations at Gilan Holding's "Dars Evi" company, and as the director of the Primary International School at "Istak High School". She worked as the head of the Project Management Department at the Reserves Management Center. Currently, he is the deputy chairman of the Center's Management Board.

She is married and has 3 children.

He studied at the Faculty of Political Management of the State Administration Academy under the President. He completed the first stage of his master's degree at the University of Strasbourg. He studied for a doctorate at the Lyon 2 University of the Political Science Institute of Lyon (Scinces Po Lyon). Defended his Doctor of Political Sciences degree at the TRIAVGIE Laboratory. He worked as a teacher at the Department of Political Sciences at the University of Lyon 2 (Universite Lumiere Lyon 2). He conducted scientific research at the IFEA scientific-research institute in Istanbul. Currently, he is a consultant of the Department of Cultural Heritage and Scientific Research of the Reserves Management Center.

He is married and has one child.
